Connection to the transmission system
Network connection rules
On the basis of the Gas Market Act and the Network Code of the transmission system, providing a standard service of connecting to the transmission system and increasing the connection capacity, is carried out pursuant to the concluded Agreement on connecting to the transmission system.
A final customer that wants to connect to the gas transmission system should primarily submit the request for connecting to a distribution system operator that has concluded the contract on concession for this area.
Exceptionally, a final customer may be connected directly to the transmission system if it is:
a final customer that will use gas for simultaneous production of electric and heat power with the connecting capacity of the metering point above 50 MWh/h.
a final customer that will use gas with the metering point connecting capacity of a minimum 250 MWh/h.
a final customer that will use gas for further sale of compressed natural gas in accordance with special regulations in the facility of a minimum 5 MWh/h installed power.
The Network Code of the transmission system prescribes in detail the procedure of issuing energy conditions and energy approval for connecting, as well as conditions for connecting to the transmission system, and the basic information are given below.
Energy conditions for connecting to the transmission system
Energy conditions for connecting to the transmission system determine the possibility of a facility to be connected to the transmission system, technical and economic conditions of the connection and the terms of use of the transmission system.
Energy conditions are obtained in a procedure of issuing an act that determines the location conditions or special conditions respectively in accordance with which the main project has to be made pursuant to the acts that govern the field of physical planning, construction and construction products, or for connecting an existing building to the transmission system.
Along with the request for issuing energy conditions, an act approving the construction and the description of the gas grid of the facility is enclosed.
On the basis of the carried out review of technical documentation, the transmission system operator is obliged to issue a certificate on the compliance of technical documentation with energy conditions or require the compliance with energy conditions.

Energy approval for connecting to the transmission system
The investor or the owner of the facility submits the request for issuing energy approval and encloses with the request the act approving the construction in accordance with the acts governing the field of physical planning, construction and construction products.
An energy approval for connecting to the transmission system contains all information as the energy conditions, as well as the information on the act approving the construction in accordance with the acts governing the field of physical planning, construction and construction products.
An energy approval is issued for each separate metering point.
An energy approval is issued by the transmission system operator.
The cost of issuing an energy approval are borne by the investor or the owner of the facility that submitted the request for issuing the energy approval, in compliance with the price list of non-standard services of the transmission system operator.

An agreement on connecting to the transmission system is concluded in the basis of the issued energy approval.
The Agreement on connecting to the transmission system is concluded by the transmission system operator and a distribution system operator or a storage system operator or natural gas producer or a final customer at the transmission system in the procedure of connecting to the transmission system and in the procedure of increasing the connecting capacity.
The Agreement on connection to the transmission system governs the conditions of connecting to the transmission system and financial commitments in compliance with the Ordinance on the fee for connecting to the gas distribution or gas transmission system and for the a connecting capacity increase (OG 137/11, 12/12 and 15/12).
The transmission system operator is in charge of the construction of the connection to the transmission system within the time determined by the agreement on connecting to the transmission system.

Putting the connection into operation
The transmission system operator is obliged to, based on an energy approval, put into operation the connection of the facility at the earliest on the day of gas delivery start in compliance with the Agreement on gas supply that a connecting party concluded or will conclude with its gas supplier, and in which Agreement the connection is determined as a gas delivery location.
Following the stated, the gas supplier of a connecting party or a connecting party, if it is at the same time a gas supplier as well, should timely and in a prescribed manner conclude with the operator of the transmission system a relevant contract on gas transmission, which is a precondition for putting the connection into function.
